Methodology
This research examines the flow of federal and philanthropic funding into the 28 Mobility Experiences and seeks to answer three key questions:

How much United States federal and philanthropic funding is invested into each Mobility Experience?

Are there patterns in how funding is flowing from federal and philanthropic sources to the Mobility Experiences?

Data Sources
The data dashboard combines funding data from federal and philanthropic sources to identify total funding amounts flowing to the Mobility Experiences. Federal funding comprises United States Office of Management and Budget (OMB) annual budget authority and United States Department of Treasury tax expenditure data for fiscal years (FY) 2019 and 2023. Philanthropic funding comprises grants from the Candid Foundation 1000 dataset, which includes all grants above $10,000 made by the 1,000 largest foundations in the United States in calendar years 2019 and 2022, which was the most recently available year of data. Values are reported as nominal dollars.
Note: In the data dashboard, federal funding from FY2023 and philanthropic funding from 2022 are treated as a single total year of giving, referred to as 2022/23.

Data Tagging
The research team used both a manual and automated tagging method to assign each federal account and tax expenditure and each philanthropic grant to a Mobility Experience. With this information, total funding was aggregated across the Mobility Domains and Experiences. All federal funding was reviewed and tagged manually. The philanthropic funding dataset comprised nearly 100,000 grants, and as such, a hybrid tagging methodology was used. The largest grants—representing 45% of total funding—were tagged manually to ensure the highest possible accuracy. For the remaining 55% of funding, an automated tagging methodology was used to apply a primary Mobility Experience tag to a grant based on key word analysis. Funding that supports the Mobility Experiences, but which is not able to be tagged to a single primary Mobility Experience is tagged as General Economic Mobility. This funding comprises less than 0.2% of total funding.
